Case Study: Department of Economic Development and Tourism (DEDT) – Baseline Study

Mthente was commissioned by the Department of Economic Development and Tourism of the Provincial Government of the Western Cape to undertake a baseline study exploring and analysing the scope of Broad Based Black Economic Empowerment (BBBEE) in the formal business sector in the Western Cape.

The overall aim of the study was: (i) to identify the strengths and weaknesses of the current state of BBBEE and (ii) to develop a model to define what the actual scope should be. In conducting the study, a database of businesses and enterprises was developed based on the companies listed on with the Chamber of Commerce. A random sample was then drawn from the database and these companies were contacted to participate in a quantitative survey exploring perceptions and experiences with BBBEE.

In addition to this fieldwork, desktop research was conducted to describe the context of BBBEE in South Africa and in the Western Cape. Stakeholders within government and the private sector were also contacted for qualitative one-on-one interviews. Based on the findings from the research, the study was intended to inform and guide further efforts directed at the growth, development and support of black-owned small businesses in the Western Cape.
