In October 2011, Mthente was invited by the United Nations Conference on Trade and Development (UNCTAD) to do a Services Policy Review (SPR) for particular sub-sectors in Lesotho. Mthente will partner with Tsotang Tsietsi (TT), a Lesotho-based consultant, in completing the SPR.

Mthente will provide an economic overview and analysis of selected service sectors along with an analysis of trade liberalisation impacts and the impact of the legal framework and institutions on the selected service sectors in Lesotho. The methodology involves desktop research, a national stakeholder workshops, and one-on-one stakeholder interviews.

Drawing on the information gathered through secondary sources and stakeholder engagement, Mthente will draft a report presenting the information gathered in partnership with TT. The report will aim to provide UNCTAD with a comprehensive contextual analysis that meets the requirements of the SPR.
