Financial and Fiscal Commission (FFC) – Impact Assessment

Mthente was tasked by the Financial Fiscal Commission (FCC) to conduct a survey on the current levels of understanding, perceptions and attitudes about the existence, mandate, roles and recommendations of the Financial Fiscal Commission.

Mthente was also been asked to look into the recommendations and other work done by the FFC and the impact it has had on policy makers and researchers in intergovernmental fiscal relations and on the lives of ordinary South Africans.

Mthente’s research involved looking back at the FFC since its inception 15 years ago, as well as the current levels of awareness and understanding of its role among its varied stakeholders. Mthente achieved this by first conducting a workshop with relevant FFC staff members in order to develop Key Performance Indicators (KPIs) that can measure the FFC’s impact.

This was then be followed by desktop research on the objectives of the FFC, the primary work of the FFC, as well as its internal functioning and challenges through a review of the FFC’s internal documents. The desktop research was followed by fieldwork that involved in-depth interviews with key high level stakeholders, as well as an online survey of FFC stakeholders, which will be used to provide crucial information in determining the relevancy and impact of the FFC.
