Allan Gray Orbis Foundation – Feasibility Study of a Pilot Primary School Programme

In light of substantial evidence that many South African students are underachieving in primary school, the Allan Gray Orbis Foundation has developed a model for a pilot primary school programme that will aim to improve primary education in South Africa. To test their proposed approach, the Foundation commissioned Mthente in August 2011 to undertake a feasibility study of the pilot programme.

Mthente will evaluate the effectiveness of the model using the following methodology:

  • Defining the scope of the research with key aims, objectives and deliverables through meetings with the Allan Gray Orbis Foundation.
  • Developing a clear understanding of the pilot primary school programme through reviews of key documentation and meetings with the programme manager.
  • Conducting desktop research that will identify and analyse similar programmes internationally.
  • Carrying out desktop research that will review the landscape of primary education in South Africa, focusing on entrepreneurship education programmes currently implemented in the Western Cape and nationally.
  • Conducting interviews with key informants to test findings from the desktop research, including interviews with WCED officials, Early Childhood Development, primary and entrepreneurship specialists and education researchers and practitioners.
  • Conducting focus groups with various stakeholder groups to investigate their perspectives on and recommendations for the programme.
  • Synthesising the qualitative data to develop and present a report highlighting the findings of the study along with proposed adjustments to the model and design of the pilot programme.

The aim of the feasibility study is to equip the Foundation to expand its focus areas in a way that will have the most impact on the quality of basic education in South Africa. Already offering high school scholarships, undergraduate bursaries and a fellowship alumni programme, the Foundation is looking to expand its sphere of influence starting from the very beginning of a learner’s education.
