Department of Cooperative Governance and Traditional Affairs (CoGTA) - Compilation of the Consolidated Annual Report on Municipal Performance of Municipalities for the 2008/2009 Financial Year
In August 2011, Mthente was awarded a contract by the Department of Cooperative Governance and Traditional Affairs (CoGTA) to assist with the development of the Consolidated Annual Report on Municipal Performance in terms of section 48 of the Municipal System Act for the 2008/2009 financial year.
The project involved the following phases:
- Phase 1: Involved collecting key documentation and data.
- Phase 2: Involved the development of a reporting framework to guide the compilation of this Section 48 Consolidated Annual Report on Municipal Performance.
- Phase 3: Involved categorising the data collected in Phase 1 into the five KPAs (and the specific KPIs within each KPA) as well as the cross-cutting interventions.
- Phase 4: Focused on a detailed assessment and evaluation of municipal performance against these KPAs and cross-cutting interventions, comparing and supplementing the municipal performance data provided in the provincial Section 47 reports for 2008/2009 with information drawn from other secondary sources to analyse the progress made by municipalities in the financial year.
- Phase 5: Centred on the integration and consolidation of this information into a preliminary draft Consolidated Annual Section 48 report that was reviewed by the relevant departmental committees for comment and feedback. Once finalised, the final Consolidated Annual Report on Municipal Performance for the 2008/2009 financial year was submitted to the Minister of Provincial and Local Government for tabling before Parliament as required by the Municipal Systems Act.
The report assessed the progress made by municipalities against five Key Performance Areas (KPAs) and cross-cutting interventions adopted in the 5-Year Local Government Strategic Agenda. The five KPAs that formed the basis of the assessment were:
- Municipal Transformation and Organisational Development.
- Basic Service Delivery.
- LED.
- Municipal Financial Viability and Management.
- Good Governance and Public Participation.
Wherever possible, the report also provided a comparative analysis of progress in terms of municipal performance in the 2008/2009 financial year against that achieved in previous years.
The report and its findings will allow CoGTA to determine how well each municipality is performing, compare its performance to targeted goals, create measures to improve performance, identify the municipalities that have under-performed and propose remedial action to be taken to improve performance of municipalities. The final report will also be published in the Provincial Gazette.
